Insured, coverage, then the underwriting questions that product actually asks. The wizard walks Insured → Coverage → Details → Review, and nothing submits until Review.

The panel answers
Appetite rules run against the risk — class and option matches, numeric ranges, disqualifiers — scoped to the state, because a carrier's state rules replace its general ones rather than blending with them.

Keep the receipt
Each recommendation is stamped with the appetite snapshot it was decided against and the moment it was decided, so the same inputs can be replayed later and checked against the answer you acted on.

A ranking nobody can question is a ranking nobody can defend. Every recommendation carries the appetite snapshot it was decided against, a content hash of that snapshot, and the decision time — so it can be replayed and compared, not just believed.
Underwriters do not argue with a number. They argue with a reason.

What it is not
- Not a rater. Risker does not price the risk or return a premium.
- Not an agency management system, and not a market that re-routes your submissions.
- Not a quote. A score is an indication of appetite, never a bindable offer.
- Not a guess dressed as certainty: a question you did not answer stays unevaluated instead of counting against a carrier, and with no recorded outcomes there is no win-rate opinion at all.
